California’s primary energy policy and planning agency
The Energy Policy Act of 1992 addresses a wide variety of energy issues. The legislation creates a new class of power generators, exempt wholesale generators (EWGs), that are exempt from the provisions of the Public Utilities Holding Company Act of 1935 and grants the authority to FERC to order and condition access by eligible parties to the interconnected transmission grid.

Efficiency is derived according to federal test methods by using the total Btus during its normal usage period for heating divided by the total electrical energy input in watt-hours during the same period.
