There are 2 kinds of illegal pitches. One is when a pitch thrown to the batter when the pitcher does not have his pivot foot on the pitcher's rubber. Also a quick return pitch when the batter is not ready. The umpire signals when the pitch can be made. An illegal pitch when runners are on base is a balk.
